Tracking Women Applications and Admission at Thammasat University

The Office of the Registrar, Thammasat University, is the division which provides services for student application, registration and educational processing at all levels and all campuses.  The main missions are to track the application and admission rate for all faculties and programs, record students’ registration and profile information, manage enrollment process, and review and propose the approval of graduation according to the university regulations and guidelines.

The Office of Student Registrar tracks the number of applications and student enrollments by level, both undergraduate and postgraduate study, by faculties and field of study, by year, and by gender.

Annual report published each year also tracks and shows all information regarding the total number of new applicants, new enrolled students from special admission programs, total students, and total graduated students by gender, by education level, by field of study, and by campus.

From the above annual report for the academic year 2022-2023:

  • Women’s application rate was approximately 64.1% of the total applications (page 8).
  • The total no. of women studied this year were approximately 64.2% of the total students in all levels of study at Thammasat University (page 10).

Women’s Enrollment Statistics
Tracking from the year 2019 until 2023, there were 133,462 female students enrolled in the undergraduate and postgraduate degree at Thammasat University which accounted for 64.09% of the total number of students. For the academic year 2022-2023, among 8,379 students starting a degree, 5,497 were women. Similarly, among the 1st generation students starting a degree, 68.1% were women.

First Master Degree in Women, Gender and Sexuality Studies at Thammasat

Master of Arts Program in Women, Gender and Sexuality Studies (WGSSP) by College of Interdisciplinary Studies, Thammasat University, is the first and the only program in the ASEAN region that was established to provide opportunities for graduates to analyze social phenomena concerning women, gender, and sexuality issues with the aim to develop their knowledge which will bring about a change in power relations between different gender groups. reflected through complex economic, social and cultural problems.

The program started with student’s research on how to improve the quality of life for women in Thai society. The curriculum has also been revised to include the word “Gender and sexuality” not just women’s issues. The absence of any bachelor’s degree programs on this subject in Thailand is a challenge and also gives applicants a different base of knowledge and understanding. However, this diversity is one of the strengths of this course.

The course also serves as a safe space for those interested in sexuality issues. Regardless of the various background, degrees, fields or gender, students have came to understand more about themselves and the social structure, how to express themselves without fear of others’ judgment.

Students at Thammasat University Established “TU Changemaker” – A Social Driving Group to Tackle Gender Diversity Issues

HIGHLIGHTS

  • TU Changemaker Initiative, established in 2021 by Thammasat University students to tackle social issues, particularly focusing on gender equality and sexual harassment.
  • The initiative involves students from diverse fields and collaborates with faculty and industry experts to drive change.
  • Notable efforts include a mentoring workshop for LGBTQ+ students and support initiatives for teenage mothers facing adolescent pregnancy.

The understanding and acceptance of gender diversity remain critical challenges worldwide, with ongoing discrimination against various groups, including ethnic minorities, religious communities, people with disabilities, women, and LGBTQ+ individuals.

TU Changemaker Initiative

In response to these issues, a group of students at Thammasat University established a social impact initiative called “TU Changemaker” in 2021, aiming to drive change across various social issues, particularly focusing on sexual harassment and gender equality.

One of the driving forces behind TU Changemaker is Siwakorn Tassanasorn, a fourth-year student from the Faculty of Fine and Applied Arts and the former Vice President of the Thammasat University Student Union at Rangsit Campus during the 2021 academic year. The group comprises students from diverse disciplines, including management, marketing, and political science. It collaborates with faculty advisors such as Prof. Dr. Oraphan Pochanukul, the former Vice President for Student Affairs, and industry experts like Uraiwan Chartthong from Thammasat University Relations Office, and Montira Nakwichian, United Nations Communications Specialist from UN Women.

The group’s first mission was to conduct a “mentoring workshop” specifically for LGBTQ+ students. This initiative aims to create a safe space for participants to express their frustrations, discuss common challenges, and enhance their mental well-being, fostering a more optimistic outlook on life.

Following this, the group addressed the issue of adolescent pregnancy. This project was designed to shift societal perceptions and provide support for teenage mothers, ensuring they receive assistance throughout their pregnancies and during their transition back to education and life post-maternity leave.

In addition to their work with TU Changemaker, Siwakorn is a member of the “Sexual Safety and Sexual Awareness Promotion” committee. Her efforts in advocating for gender equality have been recognized with the “Equity Award 2020” from the United Nations, highlighting the significant impact of these initiatives on promoting a safer and more inclusive campus environment. TU Changemaker continues to evolve, addressing new challenges and striving for meaningful change in society.

Sexual Safety and Sexual Awareness Promotion Board

Highlights

  • Thammasat University has formed the Sexual Safety and Sexual Awareness Promotion Board and the Committee to Promote Gender Equality and Safety Awareness to address sexual safety and gender equality issues.
  • These committees are responsible for implementing policies, organizing educational activities, and providing free legal consultations for victims of gender-based violence.
  • The Sexual Abuse and Harassment Investigation Subcommittee has been re-appointed to investigate complaints, gather evidence, and report findings to ensure accountability and appropriate action.
  • Through initiatives and training programs, the committees promote awareness of gender equality, diversity, and inclusion across the campus community.

Thammasat University has established key committees to address sexual safety and promote gender equality.

Established in May 2021, the SS&SAP Board is responsible for regulating and implementing policies related to sexual safety and gender equality. This board comprises 15 specialists from both within and outside Thammasat University.

Key Responsibilities:

  • Organizing activities that promote diversity and inclusion.
  • Developing comprehensive preventive and corrective measures against sexual abuse and harassment.
  • Defining processes for submitting petitions and assisting victims of sexual abuse, harassment, or discrimination.

Following the establishment of the SS&SAP Board, the Faculty of Sociology and Anthropology formed the Committee to Promote Gender Equality and Safety Awareness on July 9, 2021. This committee focuses on the following roles:

  • Develop and Implement Policies: Set direction and advise on policies and programs that promote sexual safety and prevent sexual abuse and harassment.
  • Enhance Understanding of Diversity: Create plans to foster awareness of gender equality, diversity, inclusion, and the complexities of various sexual relationships.
  • Assign Implementation Teams: Designate teams to carry out policies, programs, and training related to equity, diversity, inclusion, and human rights on campus.
  • Establish Complaint Procedures: Develop guidelines for receiving and addressing complaints related to sexual harassment, ensuring adherence to established processes.
  • Adhere to University Regulations: When a complaint indicates a potential violation of student or personnel disciplinary policies, the committee will act in accordance with Thammasat University regulations.
  • Execute Additional Duties: Carry out any other tasks assigned by the Sexual Safety and Sexual Awareness Board.

This committee not only promotes gender equality, diversity, and inclusion, but also monitors and receives information, suggestions, and complaints. Additionally, it offers free legal consultations and assistance for cases of gender-based violence, with pro-bono lawyers available to support necessary legal procedures.

Campaigns and Activities

The committee conducts various educational campaigns and activities, such as:

Before the SS&SAP Board was established, a Sexual Abuse and Harassment Investigation Subcommittee was in place. This subcommittee was re-appointed in 2021 and includes eight experts along with student and staff representatives. Its responsibilities include investigating incidents of sexual abuse and harassment involving students, collecting evidence, summarizing findings, and reporting to the SS&SAP Board for further action.

Thammasat University also appointed a Board of Directors for the Disability Support Services with the launch of the Disability Support Service Center in 2005. This board is tasked with planning, recommending, and supervising the operations of the center, as well as managing resources to enhance accessibility for students with disabilities.

Guideline for Sexual Molestation and Harassment Prevention

Thammasat University established “Sexual Safety and Sexual Awareness Promotion Board” in 2019 to regulate and manage all issues related to sexual safety and gender equality. Practice Guidelines for Sexual Molestation or Harassment Prevention and Solution was issued covering the definitions of sexual molestation or harassment, characteristics of inappropriate behaviors considered as sexual molestation or harassment, scope of victim protection, place of incident and feeling of victim, appropriate steps in case of potential sexual molestation or harassment, the process in petitioning a complaint about sexual abuse or harassment, and the measures for petitioner and witness protection.

With the recognition of freedom for student’s gender identity and student uniforms, in June 2020, Thammasat University announced a guideline for non-discriminatory treatment towards LGBTIQN students and how they dress. This guideline allows the students to behave and dress in accordance with their gender, even in the graduation ceremony. It also prohibits actions of harassment, discrimination, bullying or any form of harassments. If one infringes or discriminates, there will be disciplinary action. Please see the details:

In the year 2022, the Office of Registrar, Thammasat University, allowed students to specify their gender in their personal history and graduation record with an additional “other” gender field, in addition to just the male and female fields like before.  Understanding the rights of LGBT+ and the recognition of more than two genders are therefore very important for educational institutions.

“White Elephant” Program – Recruitment Program for Low-income Group

In academic year 2022, Thammasat University continued to offer the admission programs specifically for two underrepresented groups, namely, (1) “White Elephant Program”: poor-but-well-performing students from rural areas and from Bangkok, and (2) “Deep South Program”: poor-but-well-performing students from three deep southern provinces. The admitted students were provided with full or partial scholarships.

The White Elephant Program provides 285 positions for rural poor students (from the 38 provinces) and 65 positions for urban poor students (from Bangkok). Fifty full scholarships and 100 partial scholarships are provided. For the Deep South Program, 9 positions with full scholarship are offered.

The students who would be eligible for this program must be from low income household (such as farming or wage laborer households, or low-level government staff), whose total annual income (income of parents and those who pay for educational expenditure) is no more than 240,000 baht/year (estimated 6,500 US Dollar)

Thammasat University recruits around 20 applicants a year for the “Students with Disabilities” program

The recruitment for employees with disabilities (staffs and faculty) is also among one of the responsibilities of the Disability Support Service Center.  Currently, there are 17 personnel with disabilities as technical officer, analysts, practitioner and educator, which accounts for 0.2% of the total employees.

Track Admission Programs for Underrepresented Groups

Thammasat University provides scholarships for the underrepresented group of students in the rural areas, the low-income students whose family gross income less than 240,000 baht, who have excellent academic performance. In each academic year, up to 150 applicants are chosen to receive fully or partially-funded scholarships. The scholarship covers monthly expenses, uniform costs, dormitory fees, tuition fee, medical expenses, accident insurance, and books and stationery allowances.

Thammasat has offered several admission programs and scholarships for students with academic excellence from rural areas, volunteer students, disabilities students, and international students from low-income countries. For the academic year 2022-2023, Thammasat University has the total of 70 students with disabilities, 39 students from voluntary citizens, 908 students from low-income/rural areas, and 478 international students from low-income countries.

Disabilities

From our tracking records of all underrepresented groups applications, the proportions of eligible applicants with disabilities in each academic year between 2019 – 2023 are as follows:

  • In 2018-2019 academic year, there were 7,758 eligible applicants, 18 are students with disabilities which accounted for 0.27% of the total eligible applicants.
  • In 2019-2020 academic year, there were 10,128 eligible applicants, 18 are students with disabilities which accounted for 0.18% of the total eligible applicants.
  • In 2020-2021 academic year, there were 9,670 eligible applicants, 19 are students with disabilities, which accounted for 0.20% of the total eligible applicants.
  • In 2021-2022 academic year, there were 9,330 eligible applicants, 23 are students with disabilities, which accounted for 0.24% of the total eligible applicants.
  • In 2022-2023 academic year, there were 8,528 eligible applicants, 22 are students with disabilities, which accounted for 0.25% of the total eligible applicants.

Since 2019, there are the total of 396 students with disabilities in undergraduate and postgraduate programs combining which accounted for 0.3% of total number of students.

Non-Discriminatory Admissions Policy at Thammasat

Thammasat University recognizes the importance of reducing inequa lity in all dimensions, especially in equally access to education, necessary knowledge and skills, and job opportunities. The University has issued policies and practice guidelines and created activities to ensure compliance.

Thammasat University has published a notification of
“Policy on Gender Equality and Non-Discrimination against Women, LGBT+ People, and People with Disabilities that designates a policy and practice guidelines against any discrimination or disadvantage in education or employment.

The policy addresses in section 3Guidelines to Non-discrimination and Gender Equality Promotion”, item #2 which stated that in the recruitment and selection of students for enrollment, admission and scholarship provision, a strong commitment across all disciplines to equality shall be upheld, with a particular focus on encouraging and supporting the application, entry, and recruitment of women, and item#3 which stated that all personnel shall embody the principles of equality and non-discrimination, ensuring that women are not subject to an unequal treatment in recruitment, participation or advancement.

Applicant qualification requirements for educations and access to job opportunities in Thammasat University will not be limited by social status, physical status, gender, age, ethnicity, locality, or social class. The types of disability eligible for the admission include vision impairment, deaf or hard of hearing, and physical disability.

Thammasat has offered several admission programs and scholarships for students with best learning scores from rural areas, volunteer students, disabilities students, and international students from low-income countries. For the academic year 2022-2023, Thammasat University has the total of 70 students with disabilities, 39 students from voluntary citizens, 908 students from low-income/rural areas, and 478 international students from low-income countries. Out of 70 students with disabilities, 22 were the students starting a degree and 12 of them were eligibal for the special admission program for disabilities. Combining all eligible students with disabilities in undergraduate and postgraduate programs, they accounted for 0.14% of total number of eligible applicants in this academic year.

Witness and Complainant Protection Policy – Thammasat University

Thammasat University recognizes the importance of protecting the witnesses and complainants from humiliation, defamation, or disrespect of human dignity. Thammasat University has published a notification of “Policy on Gender Equality and Non-Discrimination against Women, LGBT+ People, and People with Disabilities” that designates a policy and practice guidelines protecting those reporting discrimination from educational or employment disadvantage.

The policy is published in our sustainability website (https://sdgs.tu.ac.th/policy-operation/) under “Thammasat University Policy” section. The policy #6. (6. Thammasat University Notification of Policy on Gender Equality and Non-Discrimination Against Women, LGBT People, and People with Disabilities) addresses the reporting mechnisms and suppport services that protects those reporting discrimination from educational or employment disadvantage.

It stretches, on page 4 in section 5 “Reporting Mechanisms, that the university shall establish and implement policies to protect individuals who report discrimination or witness harassment, ensuring they are safeguarded from retaliation.

6.-Policy-on-Gender-Equality-and-Non-discrimination-Against-Women-LGBTIQA-Individuals-and-People-with-Disabilities

Complaints or allegations against any university students, staff members or visitors for acts of discrimination or harassment may be filed in accordance with the university regulations regarding discipline and disciplinary procedures for university staff and employees, B.E. 2566, as follows:

(1) A written complaint or allegation submitted to the university, the relevant department, or the supervisor of the staff member in question.
(2) An oral complaint or allegation made to the supervisor of the staff member in question.

Complaintants and witnesses will be protected through strict confidentiality measures and guarantees that filing a complaint will not negatively impact their education, employment, or livelihood.

Complaints and investigations related to such complaints shall be conducted transparently, fairly, and expeditiously. If any supervisor receives a complaint or becomes aware of the conduct of their subordinates that may constitute a disciplinary violation under these regulations and fails to take disciplinary action or to report it to the appropriate authorities for disciplinary action, that supervisor shall be considered to have committed an offense.

The Faculty of Sociology and Anthropology, Thammasat University, has appointed a committee to promote gender equality, monitor and receive information, suggestions, and complaints, including a free legal consultation and assistance for gender-based violence cases.  If legal counseling is needed, Pro-bono lawyers will be assigned to proceed on legal procedures required.
