As a leading higher education institution in Thailand, Thammasat University places great importance on administration based on Good Governance principles, coupled with a strong commitment to ethical standards. This is to build trust within society and among all members of the Thammasat community. These principles have been compiled and presented in the form of the “Thammasat University Code of Ethics Handbook,” which clearly articulates the essential content from the university’s ethical regulations.

Code of Ethics: A Framework for Sustainable Organizational Growth

This Code of Ethics Handbook serves as a crucial tool for fostering understanding and encouraging everyone in the Thammasat community—from the University Council Chairman and Council members to administrators, personnel, and students—to use it as a common guideline for practice. It sets forth “fundamental ethics” that everyone should uphold, such as honesty and integrity, responsibility, respect for national institutions, prioritizing the common good, fairness, and serving as a good role model.

Additionally, there are specific ethical requirements for each role and responsibility to align with differing duties and missions. These include the neutrality and dedication of the University Council Chairman and Council members, the leadership and accountability of administrators, the commitment to self-development and respect for intellectual property among personnel, and self-responsibility and respect for the rights and freedoms of others for students. All of these aim to preserve the university’s reputation and honour, and to foster a positive organizational culture.

Complaint Channels: Mechanisms for Transparency and Accountability

Beyond establishing a clear ethical framework, Thammasat University also emphasizes creating an open and verifiable system. It has systematically established “channels for complaints regarding good governance and ethics” to allow the community and external individuals to conveniently report information or file complaints on various issues, ensuring they will be handled appropriately. These channels cover important matters such as:

  • Corruption and Misconduct: Reports can be filed with the Sanya Dharmasakti Institute for Democracy.
  • Personnel Disciplinary Violations and Grievances: Reports can be filed with the Legal Division.
  • Student Disciplinary Violations: Reports can be filed with the Student Affairs Division or relevant faculties/units.
  • Issues related to Internal Audit: Reports can be filed with the Internal Audit Office (addressed to the Chairman of the Audit Committee).

The availability of diverse channels and the clear designation of responsible units demonstrate the university’s genuine intent to listen to all voices, reflect, resolve problems, and prevent inappropriate actions, which will lead to continuous improvement in management.

Thammasat University believes that having university regulations on ethics and effective complaint channels are central to driving the organization with good governance and will form a crucial foundation for the university’s operations in all sectors.
