Thammasat University Notification of Policy on Energy Conservation Management and Access to Modern Sustainable Energy
The Energy Conservation Promotion Act B.E. 2535 (1992), amended in B.E. 2550 (2007), requires owners who control buildings to provide energy management in the buildings by preparing policies on energy conservation goals, energy conservation plans, and energy management methods. Accordingly, Thammasat University hereby declares an energy conservation policy for all faculties and divisions of Thammasat University to uphold and follow in order to achieve efficient and sustainable energy conservation and to provide management and access to modern energy, covering three main areas, namely: 1) access to energy, 2) increase in the proportion of renewable energy, and 3) improvement of energy consumption efficiency, which covers the subjects of international cooperation on access to clean energy research and technology and infrastructure and technology in energy service delivery in developing countries.
Thammasat University hereby issues the Policy on Energy Conservation Management and Access to Modern Sustainable Energy, as follows:
1. Energy conservation is a part of the administration of Thammasat University, which will be implemented both by means of regulations and energy conservation practice to achieve maximum effectiveness and is deemed as a responsibility of executives at all levels, staff, and all students.
2. Thammasat University will proceed to optimize the use of energy in all the buildings of the University in a way that is appropriate to the nature and the amount of energy used in each building.
3. Thammasat University will comply with all of the laws related to energy conservation and management, which is deemed as a responsibility of executives at all levels, staff, and all students.
4. Thammasat University will make annual improvements in energy efficiency. Executives and energy management committees will monitor, check, and prepare energy management reports in response to the Ministry of Energy annually.
5. Encouraging access to modern energy services that are affordable and reliable and increasing the proportion of renewable energy in global energy consumption integration.
6. Elevating international cooperation to facilitate access to research and technology in clean and renewable energy, energy efficiency, and advanced fuel technology and supporting investment in energy infrastructure and clean energy technology.
7. Expanding infrastructure and developing technology for clean and sustainable delivery of energy services.
8. Promoting activities to reduce energy consumption and/or the use of clean alternative energy to promote activities that help reduce greenhouse gas emissions.
9. Construction and renovation of all buildings within Thammasat University will adhere to the building design principle for energy conservation and must take into account energy efficiency as a primary factor, following the minimum “Certified” rating from TREES (Thai’s Rating of Energy and Environmental Sustainability).
10. Public procurement processes must adhere to the Policy on Sustainable Public Procurement of Goods and Services so as to support company partners or service providers that conduct business with attention to the care of society and the environment to move toward sustainable development.
11. To support the operation to achieve the goals of this policy on energy conservation, Thammasat University will allocate budget, personnel, as well as other resources in the most efficient way.
