Thammasat University’s Institutional Process for Carbon Accounting, Emission Reduction, and Campus Neutrality

HIGHLIGHTS

  • Strategic Governance & Multi-Phased Roadmap: Anchored in the 13th University Strategic Plan (2022–2027), Thammasat has formalized a rigorous carbon reduction agenda targeting a 47% greenhouse gas (GHG) reduction by 2035 and ultimate Carbon Neutrality by 2050. A specialized university-wide Taskforce oversees the three-phased transition: Green Shift, Impact Surge, and Net Zero.
  • Institutionalized Carbon Accounting & National Certifications: Thammasat is systematically deploying university-wide Carbon Footprint for Organization (CFO) assessments verified by the Thailand Greenhouse Gas Management Organization (TGO). Model entities—including the Faculty of Engineering and the Puey Ungphakorn Library—have achieved formal CFO certification, while the Office of Property and Sports Management secured Thailand Voluntary Emission Reduction Program (Standard T-VER) registration.
  • Measurable Campus-Wide Emission Reductions: From 2024 to 2025, Rangsit Campus successfully cut 17,561.55 tCO2eq, earning Letters of Recognition (LOR) under TGO’s Low Emission Support Scheme (LESS). This is reinforced by a campus-wide solar network surpassing 6.3 MW (including a specialized 81.6 kWp rooftop generating 109,412 kWh/year), comprehensive EV mobility networks, and circular waste diversion programs.

Thammasat University is reinforcing its position as a leading sustainable university by advancing a comprehensive, data-driven, and institutionalized process for managing its carbon footprint and mitigating greenhouse gas (GHG) emissions. Aligned with Thailand’s national climate goals and global net-zero ambitions, Thammasat has translated high-level policy into concrete action across all campuses. Governed by the 13th Thammasat University Strategic Plan (2022–2027) under the objective of “Creating Well-being and Sustainability for the Community,” the university has set an institutional target to reduce campus-wide GHG emissions by 47% by 2035, paving the way toward a Carbon Neutral Campus by 2050.

1. High-Level Governance and Strategic Framework

To ensure continuous institutional oversight, Rector Prof. Dr. Supasawad Chardchawarn approved the establishment of the dedicated Thammasat Carbon Neutrality Taskforce, developed in collaboration with the Thammasat University Research and Consultancy Institute (TU-RAC) and multidisciplinary researchers from five faculties.

This governance mechanism executes a structured three-phased strategic pathway:

  1. Green Shift: Baseline establishment through extensive carbon accounting, aggressive energy conservation, and operational green transitions across pilot campuses.
  2. Impact Surge: Systemic scaling of clean technology, renewable microgrids, circular resource models, and faculty-wide certifications.
  3. Net Zero: Deep decarbonization, long-term technological integration, and certified offsetting to achieve net-zero emissions by 2050.

2. Institutional Carbon Accounting and Verified Certifications

A cornerstone of Thammasat’s carbon reduction mechanism is the systematic transition from internal estimations to nationally verified carbon accounting through the Thailand Greenhouse Gas Management Organization (TGO):

  • University-Wide CFO Rollout: The university is actively conducting institution-wide carbon footprinting using international GHG Protocols. Establishing baseline operational data across all campuses allows each faculty and operational unit to identify high-emission hotspots and deploy tailored reduction measures.
  • Standard T-VER Accreditations: Demonstrating compliance with national carbon credit mechanisms, the Office of Property and Sports Management registered its rooftop solar PV system under the Standard Thailand Voluntary Emission Reduction Program (Standard T-VER). Generating over 109,412 kWh of clean energy annually, this standalone facility reduces approximately 50 tCO2eq per year while saving over 547,000 THB in operating electricity costs.

3. Empirical Emission Reductions Across Campus Operations

Thammasat combines structural planning with verified, on-the-ground operational reductions:

  • The LESS Recognition (17,500+ Tons CO2eq Abated): Demonstrating the efficacy of its low-carbon infrastructure, Thammasat Rangsit Campus mitigated 17,561.551 tCO2eq between 2024 and 2025. This accomplishment received formal Letters of Recognition (LOR) under TGO’s Low Emission Support Scheme (LESS), accounting for verified emissions avoided across renewable solar power generation, electric fleet logistics, systematic recyclable waste banks, and UHT beverage carton diversion campaigns.
  • Expanding Renewable Infrastructure: Expanding upon its long-standing solar rooftop initiative (initially deployed in 2016 across 44 buildings with 6.28 MW capacity, abating >21,000 tCO2/year), the university continues to integrate localized installations—such as the 81.6 kWp solar rooftop at the Sports Complex—progressively increasing the share of clean electricity powering campus facilities.
  • Integrated Green Transport and Zero Waste Operations: Carbon mitigation extends beyond the power grid. Thammasat’s comprehensive on-campus electric transit system (EV shuttle buses and smart e-scooters) drastically lowers transport-related emissions. Concurrently, the university’s active “Project Zero Waste” enforces a source-segregated 4-bin system, composting, and material diversion to curb landfill methane emissions.

4. Sustained Commitment to Impactful Transformation

By combining top-level governance, nationally accredited carbon accounting processes (CFO and T-VER), and multi-sector operational measures, Thammasat University demonstrates an institutionalized, transparent, and scalable process for carbon reduction. Through ongoing monitoring and verified impact, Thammasat continues to exemplify how higher education institutions can lead national decarbonization and realize a resilient, net-zero future.
