Announcement on the guideline for non-discriminatory treatment toward LGBT+ students and the dress code

With the recognition of freedom for student’s gender identity and student uniforms, in June 2020, Thammasat University announced a guideline for non-discriminatory treatment toward LGBTIQN+ students and how they dress. This guideline allows the students to behave and dress in accordance with their gender, even in the graduation ceremony. It also prohibits actions of harassment, discrimination, bullying or any form of harassments. If one infringes or discriminates, there will be disciplinary actions.

Thammasat want to emphasize the importance of non-discrimination for transgender and think that this should be a policy to provide equal rights for everyone regardless of their genders. We believe that this will be the beginning of the message to the society that everyone has a right to dress according to what they are comfortable as long as they are abided by the same rules and dress politely and appropriately for their settings.

As for the previous guidelines, the rules did not allow students to dress according to their genders. The regulation is now addressed and give permission to students to be able to dress and wear graduation gowns to fit their gender identities.

Continue to recognize the importance of equality and the pursue of diversity and inclusion, the Office of Registrar, Thammasat University, allowed students to specify their gender in their personal history and graduation record with an additional “other” gender field, in addition to just the male and female fields like before. Understanding the rights of LGBT+ and the recognition of more than two genders are therefore very important for educational institutions.

Thammasat University actively supported non-discrimination against transgender individuals through a series of focused academic and advocacy activities, reinforcing its commitment to an equitable and diverse environment. The Master of Arts program in Women, Gender, and Sexuality Studies (WGSSP) took the lead by hosting the hybrid seminar on “LGBT+ Voices” (October 11, 2023), which created an essential forum for open discussion and validation of diverse gender identities. Crucially, the university explicitly advocated for legislative change through the PSDS Talk on “Marriage Equality: Gender Recognition Act” (March 19, 2024), where the content emphasized the necessity of the Gender Recognition Act to secure fundamental rights—such as health, education, and employment—for the LGBTQ+ community, which directly includes transgender individuals. This legal and public policy advocacy was further reinforced by the launch of the Creative Media Production Manual for Promoting Gender Equality (September 2024), which contained specific guidelines for producing media that respects gender diversity and aims to foster a societal atmosphere of respect and acceptance, positioning Thammasat as a key institution driving systemic change for transgender rights and inclusion.
